For years, communities across the United States have looked to the Environmental Protection Agency (EPA) for stronger protections against PFAS contamination. Known as “forever chemicals,” PFAS have been linked to contaminated drinking water supplies, environmental pollution, and growing public health concerns. In 2024, the EPA established the nation’s first enforceable drinking water standards for several PFAS compounds, marking a significant milestone in federal environmental regulation.
Now, the EPA has proposed several changes that could affect how those regulations are implemented. While the agency is keeping strict limits in place for two of the most well-known PFAS chemicals, it has also proposed extending compliance deadlines for some water systems and reconsidering standards for several other PFAS compounds.
For residents concerned about PFAS water contamination, these developments can seem confusing. Do the proposed changes mean PFAS are no longer dangerous? Will contaminated communities have to wait longer for clean drinking water? What happens if your community has already discovered PFAS in its groundwater?
The answers are more nuanced than many headlines suggest.
What Are PFAS?
Per- and polyfluoroalkyl substances (PFAS) are a large group of man-made chemicals that have been used for decades because they resist heat, grease, oil, and water. They have been found in countless industrial processes and consumer products, including firefighting foam, stain-resistant fabrics, nonstick cookware, food packaging, waterproof materials, and certain manufacturing operations.
One of the biggest concerns surrounding PFAS is that many of these chemicals do not easily break down in the environment. Instead, they can remain in soil, rivers, lakes, and groundwater supplies for years or even decades.
Once PFAS enter the environment, they can migrate into public water systems and private wells, exposing entire communities to contaminated drinking water.
Researchers have linked exposure to certain PFAS compounds with increased cholesterol, liver effects, reduced immune response, pregnancy complications, kidney cancer, testicular cancer, and other potential health concerns. Although scientists continue studying thousands of different PFAS compounds, many experts agree that reducing long-term exposure remains an important public health goal.
The EPA’s 2024 PFAS Drinking Water Standards
In April 2024, the EPA finalized the country’s first legally enforceable drinking water standards for several PFAS chemicals under the Safe Drinking Water Act.
The rule established individual Maximum Contaminant Levels (MCLs) for:
- PFOA
- PFOS
- PFHxS
- PFNA
- GenX chemicals (HFPO-DA)
It also created a Hazard Index designed to address the combined effects of certain PFAS mixtures found in drinking water.
Most notably, the EPA established a maximum contaminant level of just 4 parts per trillion for both PFOA and PFOS. Although that number may seem incredibly small, the EPA concluded that even extremely low concentrations of these chemicals may present health risks over time.
The rule also required public water systems to monitor for regulated PFAS, notify customers about contamination, and install treatment systems when contamination exceeded federal limits.
Originally, affected water systems were expected to meet these requirements by April 2029.
What Is the EPA Proposing to Change?
The EPA’s newest proposal does not eliminate the drinking water protections created in 2024.
Instead, it proposes two separate changes.
First, the EPA would keep the existing 4 parts per trillion limit for PFOA and PFOS but allow certain public water systems additional time to comply.
Second, the agency has proposed rescinding the current drinking water standards for PFHxS, PFNA, GenX chemicals, and the Hazard Index while it conducts a new regulatory review.
These proposals are still going through the federal rulemaking process. They have not yet become final regulations.
The Strictest PFAS Limits Would Stay in Place
One of the biggest misconceptions surrounding the EPA’s announcement is that the agency is weakening protections for all PFAS chemicals.
That is not the case.
The proposed rule would keep the existing federal limits for PFOA and PFOS at 4 parts per trillion.
Public water systems would still be required to monitor these chemicals, report their findings, and notify customers when contamination exceeds federal standards.
For communities affected primarily by PFOA or PFOS contamination, these protections would remain largely unchanged.
Some Communities Could Wait Longer for Compliance
Although the contamination limits themselves would stay the same, the EPA is proposing to allow certain water systems additional time to meet them.
Instead of requiring every affected utility to comply by April 2029, qualifying systems could receive an extension until 2031.
The EPA says many communities need additional time because PFAS treatment projects are expensive and technically complex.
Installing treatment systems often requires:
- Extensive groundwater testing
- Engineering and design work
- Environmental permitting
- Funding approvals
- Construction of new treatment facilities
- Ongoing testing and maintenance
Smaller communities with limited financial resources may face even greater challenges.
While additional time may help utilities complete these projects correctly, many residents understandably worry that longer compliance deadlines could also mean waiting longer for cleaner drinking water.
What Happens During an Extension?
If a water system receives additional time, it does not simply stop monitoring for PFAS.
Utilities would still be required to:
- Continue testing drinking water
- Notify customers about PFAS contamination
- Explain why additional time is needed
- Continue working toward compliance
The EPA has also proposed requiring interim actions when contamination reaches higher concentrations during an approved extension period.
For residents, that means it is important to ask questions rather than simply assuming an extension means everything is under control.
Some helpful questions include:
- What PFAS have been detected?
- How high are the contamination levels?
- Which neighborhoods are affected?
- Is treatment already underway?
- Has the source of the contamination been identified?
- When is full compliance expected?
Why Is the EPA Reconsidering Other PFAS Standards?
The EPA has also proposed rescinding the drinking water standards established for PFHxS, PFNA, GenX chemicals, and certain PFAS mixtures.
Importantly, this proposal is based largely on legal procedure rather than new scientific evidence suggesting these chemicals are safe.
According to the EPA, portions of the 2024 rule may not have followed every procedural step required under the Safe Drinking Water Act before establishing federal standards for these compounds.
The agency says it intends to restart that regulatory process.
That does not necessarily mean these PFAS will remain unregulated forever. It means the EPA wants to complete another rulemaking process before adopting permanent standards.
What Does This Mean for Communities?
The practical impact depends on which PFAS have been detected in your local water supply.
Communities primarily dealing with PFOA or PFOS contamination would likely see little change beyond the possibility of extended compliance deadlines.
Communities dealing with PFHxS, PFNA, GenX chemicals, or complex PFAS mixtures may experience greater regulatory uncertainty while the EPA reevaluates those compounds.
It is also important to remember that federal drinking water standards are only one piece of the overall legal framework.
State environmental agencies may have their own PFAS regulations, cleanup standards, groundwater protection requirements, or notification rules that remain fully enforceable regardless of federal rule changes.
PFAS Pollution Is Still a Serious Environmental Concern
Perhaps the biggest takeaway from the EPA’s announcement is this:
The agency has not concluded that PFAS contamination is safe.
Scientific research continues to identify potential health risks associated with PFAS exposure, and federal agencies continue investing billions of dollars into water treatment, environmental cleanup, and PFAS research.
The EPA has also stated that holding responsible polluters accountable remains a central part of its overall PFAS strategy.
Simply changing portions of a drinking water regulation does not erase decades of contamination or eliminate the need for cleanup.
Where Does PFAS Contamination Come From?
Many people are surprised to learn how many different locations can contribute to PFAS contamination.
Potential sources include:
- Chemical manufacturing facilities
- Industrial plants
- Military bases
- Airports where aqueous film-forming foam (AFFF) has been used
- Firefighter training facilities
- Landfills
- Wastewater treatment plants
- Industrial waste disposal sites
Once released into the environment, PFAS can migrate through soil and contaminate nearby groundwater aquifers, rivers, lakes, and eventually drinking water supplies.
Because these chemicals move through the environment over time, contamination may not be discovered until years after the original release occurred.
Public Water Systems Are Only Part of the Picture
Federal drinking water regulations generally apply to public water systems.
Private well owners often do not receive the same routine monitoring or reporting requirements.
If you rely on a private well and live near an industrial facility, airport, military installation, landfill, or other potential PFAS source, testing your water may be one of the only ways to determine whether contamination is present.
Communities should also pay attention to Consumer Confidence Reports, local environmental investigations, and announcements from state environmental agencies regarding newly discovered contamination.
Why Identifying the Source Matters
Installing water treatment systems helps reduce exposure, but it does not solve the larger environmental problem.
Someone is often responsible for releasing PFAS into the environment.
Whether contamination originated from a manufacturing facility, landfill, military installation, airport, or another industrial operation, identifying the source helps investigators understand how contamination spread and who may ultimately bear responsibility for cleanup costs.
That is why environmental investigations often focus not only on contaminated water but also on surrounding industrial operations, waste disposal practices, and historical chemical releases.
What Should Communities Do If They Suspect PFAS Contamination?
If you are concerned about PFAS in your community, consider taking the following steps:
- Review your local water system’s PFAS testing results.
- Read your annual Consumer Confidence Report.
- Ask your utility whether it plans to request a compliance extension.
- Learn whether state environmental agencies are investigating nearby contamination sources.
- If you have a private well, discuss PFAS testing with an accredited laboratory.
- Preserve records related to water testing, filtration costs, bottled water purchases, or communications with government agencies.
Staying informed allows communities to better understand both the environmental and legal issues surrounding PFAS contamination.
Understanding Your Legal Options
Changes to federal regulations do not eliminate the rights of individuals or communities affected by environmental contamination.
If PFAS pollution has contaminated a public water system, private well, or surrounding property, legal claims may still exist against the companies or entities responsible for releasing those chemicals into the environment.
Environmental contamination cases often involve extensive investigations into historical industrial practices, groundwater migration, environmental testing, and regulatory compliance. Understanding how contamination occurred is often just as important as understanding the regulations themselves.
